France sets some of the strictest consumer-canvassing rules in Europe, and the day-and-hour windows are where most teams get tripped up. Under the 2023 telemarketing decree, canvassing calls to consumers are permitted only Monday to Friday, from 10:00 to 13:00 and again from 14:00 to 20:00 — never during the 13:00–14:00 lunch break, and never on weekends or public holidays. The rules also cap how often a given consumer may be called over a rolling period, so uncapped redialing is a real complaint risk. Because France observes CET/CEST, a dialer that treats "business hours" generically will call at the wrong local time; the windows have to be enforced against French local time and the French public-holiday calendar.
