What you get
Everything in one workspace
Jordan TRC pack, applied at the dial
The Jordan TRC jurisdiction pack sets the calling window on Jordan's fixed UTC+3 clock, searches your do-not-call list, checks the consent record and confirms caller-ID ownership on every attempt, not once at import.
Consent with a stated term
Jordan's Personal Data Protection Law asks for consent that is explicit, documented and specified as to duration and purpose. Consent records carry type, source and timestamp, and a withdrawal takes effect on the next attempt.
Retries kept under the nuisance line
The TRC's nuisance rules count four missed calls in a day, or ten over seven days, as grounds for a complaint. The frequency rule caps repeat attempts per contact so a redial strategy never gets near that line.
Layla speaks Jordanian Arabic
The AI voice agent handles Levantine Arabic as a dialect, alongside Gulf and Egyptian Arabic and 10 more languages. Hear the 49-second Jordanian Arabic booking demo further down this page.
Amman floors dialing the Gulf
Jordan TRC, UAE TDRA, KSA CST and Bahrain TRA ship as separate packs, and the rule that applies follows the number being called. A floor in Amman working Gulf campaigns sets four packs once rather than keeping four rulebooks in agents' heads.
One tenant per outsourced client
Multi-tenant and white-label, so a Jordanian BPO keeps each client's rules, suppression lists, caller IDs, reports and branding on its own tenant, with row-level isolation in every service.
Local rules
Who regulates outbound calling in Jordan?
Two bodies with rulebooks that pull in different directions. The Telecommunications Regulatory Commission (TRC) regulates the channel under the Telecommunications Law No. 13 of 1995 and the Bulk Messages Instructions of 28 October 2024, on opt-out: subscribers stop advertising messages through a free operator mechanism. The Ministry of Digital Economy and Entrepreneurship supervises the Personal Data Protection Law No. 24 of 2023, on opt-in: prior, explicit, documented consent for a stated duration and purpose. A campaign to Jordanian numbers has to satisfy both.
Three gaps: no calling-hours window written for voice calls could be confirmed, no national do-not-call register was found, and no licence specific to outbound voice telemarketing could be confirmed, although bulk SMS needs one. Ask the TRC directly.
| Jordanian rule | What it says | Where you set it in DialerBee |
|---|---|---|
| TRC Bulk Messages Instructions 2024, Art. 7(2) | No advertising messages 21:00 to 07:00 on any day, or on feasts, religious and official holidays and national occasions, without TRC approval | Calling window in the Jordan TRC pack; holiday calendar per tenant |
| TRC Nuisance Complaints Instructions 2011 | Two calls under 60 seconds, two messages, four missed calls in a day or ten in seven days can ground a complaint | Frequency Cap and retry limits per contact; abandon-rate guardrails |
| PDPL No. 24 of 2023, Art. 4 and 5 | Prior consent, explicit, documented, with stated duration and purpose; withdrawal at any time | Consent records with type, source and timestamp; revocation on the next attempt |
| PDPL Art. 14(a) | No transfer or exchange of personal data for marketing without specific consent | Per-tenant lists and suppression, so one client's data never reaches another |
| Bulk Messages Instructions, Art. 2 and 4(1) | ADV for advertising, SRV for service, with code, sender name and content consistent | Reviewed SMS templates under your own sender IDs |
| TRC National Numbering Plan | Numbers belong to the TRC; licensees use only numbers it has allocated | BYOC on your own carrier's numbers; caller IDs owned by one tenant |
| Telecommunications Law, Art. 71; PDPL Art. 9 | Recording without legal basis is an offence; prior written or electronic notice before processing | Recording mode per queue, configurable retention and legal hold |

Retry strategy
How often can you call the same number in Jordan?
Jordan is unusual in putting numbers on it. Under the TRC's Nuisance Complaints Instructions of 27 December 2011, a subscriber's complaint counts as nuisance where there are at least two received calls each lasting no more than 60 seconds, or two messages, or four missed calls in one day, or ten over seven days. Escalation can end in disconnection and a one-year bar on a new subscription.
For a dialer that means three things. Short calls count, so pace a predictive campaign with the abandon-rate guardrail so a live person is rarely dropped. Missed calls count, so size retries per contact, not per list. And the count is per subscriber, so a portfolio with several debts on one mobile needs the limit counted on the phone number, not the account.
Worked example. A collections campaign on Jordanian mobiles sets its retry limits and Frequency Cap to a target of two attempts per number per day and six per week. Even if every attempt goes unanswered, the number sees at most two missed calls in a day and six in a week, half of each nuisance count. A follow-up then moves to WhatsApp or SMS, under the same consent and suppression record, instead of a third call.
Calendar and clock
Working week, holidays and time zones for an Amman floor
Jordan works Sunday to Thursday, with Friday and Saturday as the weekend. The TRC's message curfew does not single out the weekend; it singles out feasts, religious and official holidays and national occasions, which the Cabinet declares. Eid al-Fitr and Eid al-Adha follow the Hijri calendar and move earlier each year, so the holiday calendar needs updating as holidays are announced, not a fixed list.
According to the IANA time zone database, Jordan has been on UTC+3 all year, with no daylight saving, since 28 October 2022. The 2011 version of the bulk messages rules measured the curfew by time of receipt, not time of sending, so DialerBee schedules against the time on the recipient's side.
If your Amman floor also dials the Gulf, each country has its own pack, and the pack follows the number being called rather than the campaign.
| Number dialed | Jurisdiction pack | Clock | Read first |
|---|---|---|---|
| Jordan (+962) | Jordan TRC | UTC+3, no daylight saving | Jordan TRC guide |
| Saudi Arabia (+966) | KSA CST | UTC+3 | Saudi Arabia guide |
| United Arab Emirates (+971) | UAE TDRA | UTC+4, one hour ahead of Amman | DialerBee in the UAE |
| Bahrain (+973) | Bahrain TRA | UTC+3 | Bahrain guide |
Messaging
SMS and WhatsApp to Jordanian numbers
Bulk SMS in Jordan is licensed, and the 2024 Instructions are specific. The sending source needs a general telecommunications licence from the TRC and TRC-approved subscription contracts, and all bulk-message servers must be located inside Jordan. In practice you send through a licensed Jordanian SMS provider, with DialerBee holding the templates, sender IDs and opt-out record.
The identification rule lives in the message text. Every bulk message opens with a category code before the sender name: ADV for advertising and promotion, SRV for service messages about a contracted service or sent at the customer's request. ALR and AWR are reserved for government. Code, sender name and content must agree, so a promotion sent as SRV is a breach by both source and operator. DialerBee counts Arabic SMS segments as UCS-2, where one segment holds 70 characters rather than 160, so keep Arabic reminders short.
The Instructions do not address WhatsApp. The PDPL's duties on prior consent, prior notice, stated duration and withdrawal apply to every channel, so DialerBee keeps voice, WhatsApp and SMS on one consent and suppression record: an opt-out on one stops the others.
AI voice agent
Hear Layla in Jordanian Arabic
Jordanian callers speak Levantine Arabic, and an agent tuned only to Gulf speech can stumble on them. Layla handles Gulf, Levantine and Egyptian Arabic as dialects, answers calls routed from your number as an AI receptionist, books after a calendar check, quotes only prices from your own catalogue and hands off to a person. The clip below is a salon booking in Jordanian Arabic.

Pricing in dinars
What does DialerBee cost in Jordanian dinars?
DialerBee prices in US dollars. The dinar is pegged to the dollar, so the conversion is stable: the figures below assume 1 USD = 0.709 JOD and exclude taxes. Carrier minutes stay on your contract with your own Jordanian carrier under BYOC, with no markup from us.
| Item | USD | About JOD |
|---|---|---|
| Starter, per agent per month | $69 | 48.92 |
| Professional, per agent per month | $129 | 91.46 |
| Professional on annual billing (20 percent off), per agent per month | $103.20 | 73.17 |
| AI voice agent, per started connected minute (Professional or Enterprise) | $0.60 | 0.43 |
| Enterprise | Custom | Custom |
Worked example. A 20-seat Amman floor on Professional, billed annually, pays 20 × $103.20 = $2,064 a month, about JOD 1,463. If Layla also answers after-hours calls and takes 1,500 connected minutes in the month, that adds 1,500 × $0.60 = $900, about JOD 638. Carrier minutes are billed separately by the carrier. Your own total depends on call volume and call length; the pricing page has the full list, and the 14-day free trial with free AI credit needs no card.
Data protection
What Jordan's data protection law means for your lists
The PDPL has no legitimate-interests route and no fixed maximum validity for consent. Instead it makes you state a duration, which you cannot extend without fresh consent, and it voids consent where the nature or aims of the processing changed. A consent record for a Jordanian contact therefore needs a purpose and an end date on it, and a list collected for service reminders cannot quietly become a sales list.
Three duties reach the platform. If you transfer databases outside Jordan, the law makes a data protection officer mandatory and requires records of what went where and with which consents, so ask where your tenant's data is stored before you import; DialerBee keeps recordings in MinIO on private cloud infrastructure rather than third-party object storage. A breach liable to cause serious harm must be notified to the people affected within 24 hours and to the Ministry's unit within 72 hours. Administrative fines run up to JOD 500 a day, capped at 3 percent of the previous year's revenues.
This page is for operational education only and is not legal advice. Jordanian instruments and enforcement practice change, and DialerBee provides compliance-supporting controls rather than a compliance guarantee. Confirm current rules with the Telecommunications Regulatory Commission, the Ministry of Digital Economy and Entrepreneurship and qualified local counsel before you launch. Before the dial
Jordan's rules checked on every attempt
The TRC's nuisance regime counts short and missed calls per subscriber, and the PDPL voids consent used for a purpose it was not given for. Compliance Autopilot checks both when the number is about to ring, not when the list was uploaded. A withdrawal recorded in the morning stops the afternoon's attempt, and any supervisor override is written to the audit trail.
- Calling window on Jordan's UTC+3 clock, set in the Jordan TRC pack
- Do-not-call list searched at the dial, since no national register was found
- Frequency rule sized against the 4-a-day and 10-a-week nuisance counts
- Every rule override recorded with an audit trail
The floor
Built for an Amman floor serving several countries
An agent in Amman may take queue calls for a local bank and dial a Gulf campaign in the same shift. One browser desktop covers both over WebRTC, with an RTL interface and the customer record opening on the caller's number. Live agent assist drafts the summary and suggests a disposition, and one seat covers inbound and outbound.
- RTL agent desktop and admin console, Arabic and English side by side
- Screen-pop by phone number with the CRM panel beside it
- Live summary, sentiment and suggested disposition
- One per-agent seat for inbound queues and outbound campaigns
Inbound
A Sunday-to-Thursday calendar in Arabic
Business-hours and holiday calendars are set per tenant, so queues follow Jordan's Sunday-to-Thursday week, and a Cabinet-declared holiday added on the day it is announced closes the queues on that date. Out of hours the caller hears your own Arabic announcement and a nominated manager gets an SMS naming the caller, or Layla takes the call and books the appointment.
- Business-hours and holiday calendars per tenant
- IVR prompts in Arabic, with a language-choice node
- SLA target and breach threshold on every queue
- Missed-call recovery: your announcement plus an SMS alert to a manager
Frequently asked questions
Is there a legal calling-hours window for outbound voice calls in Jordan?+
None could be confirmed. The TRC's 2024 Bulk Messages Instructions prohibit advertising messages between 21:00 and 07:00 every day of the week, and on feasts, religious and official holidays and national occasions, without the TRC's prior approval. That rule is written for messages, not calls, but as the regulator's stated standard for contact hours it is a sensible default for voice. The Jordan TRC pack enforces whatever window you set, on Jordan's fixed UTC+3 clock.
How many calls to the same number count as nuisance in Jordan?+
Under the TRC's Nuisance Complaints Instructions of 27 December 2011, a complaint qualifies at two received calls each under 60 seconds, two messages, four missed calls in one day, or ten missed calls over seven days. Set DialerBee's retry limits and Frequency Cap well under those counts, for example a target of two attempts a day and six a week.
Can we send bulk SMS to Jordanian numbers from DialerBee?+
Jordan licenses bulk messaging. The 2024 Instructions require the sending source to hold a general telecommunications licence from the TRC, use TRC-approved subscription contracts and keep its bulk-message servers inside Jordan, and every message must open with a category code such as ADV for advertising or SRV for service. Send through your own licensed Jordanian SMS provider, with DialerBee managing templates, sender IDs and the shared opt-out record.
Can we buy or share calling lists in Jordan?+
Not for marketing without specific consent. Article 14(a) of the Personal Data Protection Law No. 24 of 2023 bars transferring or exchanging personal data for marketing products or services unless the person consented to that, and marketing is not among the law's exemptions from prior consent. Treat a purchased list as unusable until each contact's consent, purpose and duration are documented.
Can the AI voice agent speak Jordanian Arabic?+
Yes. Layla handles Gulf, Levantine and Egyptian Arabic as dialects, and 11 languages in total including English. This page carries a 49-second Jordanian Arabic salon booking: an AI voice agent demo with a simulated caller and a fictional business. Book a demo to hear it with your own questions.
How much does DialerBee cost in Jordanian dinars?+
Prices are set in US dollars. At the fixed rate of 1 USD = 0.709 JOD, Starter at $69 per agent per month is about JOD 48.92, Professional at $129 is about JOD 91.46, and annual billing saves 20 percent. The AI voice agent is $0.60, about JOD 0.43, per started connected minute on Professional or Enterprise. Carrier minutes are billed by your own Jordanian carrier.
