WhatsApp Business API Pricing 2026: Per-Message Rates, Free Windows and Real Costs
WhatsApp Business API pricing from Meta's October 2026 rate card: per-message rates for the UAE, Saudi Arabia, India and more, free windows, worked costs.
Quick answer
Meta charges for the WhatsApp Business API per delivered message, by category and recipient country. On its USD rate card effective October 1, 2026, a marketing message costs $0.0576 in the UAE and Saudi Arabia, $0.0118 in India and $0.025 in North America. Utility, authentication and service messages cost less. Since October 1, 2026, service replies are charged again after 1,000 free a month per business number, and free entry point windows from Click to WhatsApp ads remain free.
WhatsApp pricing has changed more in the last eighteen months than in the five years before. Meta dropped conversation-based pricing in July 2025, made service replies and in-window utility messages free, and then, on October 1, 2026, started charging for both again. Many pricing guides you will find still describe one of the older models.
This guide uses only Meta's own pages, opened in October 2026: the WhatsApp Business Platform pricing page for developers (marked "Updated: Sep 30, 2026"), the USD rate card and volume tiers linked from it, and Meta's template categorization and opt-in rules. Every rate below is copied from that rate card. Where Meta's own pages disagree, we say so.
How Does WhatsApp Business API Pricing Work in 2026?
Meta's pricing page states the model plainly: since July 1, 2025, Meta charges on a per-message basis. Three rules decide what you pay:
- Only business-to-user messages are charged. Messages your customers send you are free.
- Only delivered messages are charged. A message that is sent but never delivered costs nothing.
- The rate depends on two things: the message category, and the country calling code of the recipient's WhatsApp number, which Meta calls the "market".
Each message has exactly one category, so it can carry at most one charge. A cart reminder, two answers to questions and an order confirmation are four messages and four charges, each at its own category's rate.
The five message categories
| Category | What it is (per Meta) | Template? | When it is charged |
|---|---|---|---|
| Marketing | Promotional templates: awareness, offers, retargeting, app promotion, relationship messages | Yes | Every delivered message, except inside a free entry point window |
| Utility | Non-promotional templates tied to a user's order, account or request, such as confirmations, reminders and alerts | Yes | Every delivered message, inside or outside the customer service window, since October 1, 2026; volume tiers apply |
| Authentication | Templates that verify identity, such as one-time passcodes | Yes | Every delivered message; volume tiers apply; some markets have a higher authentication-international rate |
| Service | Any free-form (non-template) reply inside the 24-hour customer service window, written by a person or a third-party AI | No | From the 1,001st service message each month, per business phone number, since October 1, 2026 |
| Meta Business Agent | Non-template replies generated by Meta's own AI agent platform (added July 1, 2026) | No | Always, at one global rate of $2.00 per million tokens; Meta estimates about 4 to 5 cents a message |
Templates are the only way to start a conversation. Free-form messages can only be sent while a customer service window is open: a 24-hour timer that starts when a user messages or calls your business and resets each time they do it again.
What Changed on October 1, 2026?
This is the change most pricing articles have not caught up with. According to Meta's developer pricing page, from October 1, 2026:
- Service messages are charged again. They had been free since November 1, 2024. Each business phone number now gets a free tier of 1,000 service messages a month. Meta charges from the 1,001st. Unused messages do not roll over, and the count resets at midnight in your messaging account's time zone.
- Utility templates sent inside an open customer service window are charged again. They had been free since July 1, 2025. In delivery webhooks, their pricing type changed from
free_customer_servicetoregular. - Forty rates changed. Marketing rates went up in markets including the UAE, Saudi Arabia, Mexico and Kuwait. Kuwait, Oman, Iraq, Morocco and five other markets moved out of regional pricing to rates of their own.
- No payment method means no service messages after the free tier. Meta delivers service messages within the free 1,000, then stops delivering them for accounts without a payment method in Billing Hub.
Two exceptions are listed. Eligible government departments and community non-profits keep free service messages beyond the free tier until December 31, 2027. AI providers have their own pricing policy for service messages, which the October 2026 changes do not apply to.
A warning about Meta's own pages. When we checked in October 2026, Meta's marketing pricing page at whatsappbusiness.com (where business.whatsapp.com redirects) still said Meta does not charge for service messages or for utility messages sent in response to users, and described the free entry point window as 72 hours. The developer page, updated September 30, 2026, says otherwise. We follow the developer page, because the rate card files sit there. Check your own invoice and the pricing object in your delivery webhooks to confirm what you are charged.
When Is a WhatsApp Message Free?
Meta lists exactly two cases where it does not charge for a message a business delivers:
- Inside a free entry point window. If a user messages you from a Click to WhatsApp ad, using the Android or iOS app, and you reply within the customer service window, your reply is free and opens a free entry point window that may stay open for up to 7 days. While it is open, marketing, utility, authentication and service messages are all free. Meta Business Agent messages are still charged. Messages in this window do not count towards volume tiers.
- The first 1,000 service messages each month, per business phone number.
That is the full list. A reply to a customer who found you organically, rather than through a Click to WhatsApp ad, is a service message and counts against the 1,000.
WhatsApp Business API Rates by Country (October 2026)
These are Meta's list rates in US dollars per delivered message, copied from the rate card titled "Cost per message in USD on the WhatsApp Business Platform, effective October 1, 2026". Utility and authentication rates fall further at high volumes (see volume tiers below). Meta's rate card has 47 markets; this table shows a selection.

Source: Meta, USD list rates effective October 1, 2026, linked from the pricing page, section "Rate cards and volume tiers" (checked October 2026). Meta Business Agent messages are $2.00 per million tokens in every market. Rates are per delivered message, before taxes and any provider fees.
Three patterns stand out:
- Marketing is the expensive category everywhere. In the UAE, a marketing message costs about 3.7 times a utility message ($0.0576 against $0.0157). In India the gap is more than eight times.
- Utility, authentication and service share one rate in each market. On this card, the three columns match for every market shown. Utility and authentication can drop further through volume tiers; service cannot.
- Prices follow the recipient, not you. A Dubai business messaging a customer on a +44 number pays the UK rate.
Where to find the full rate card
Open Meta's WhatsApp Business Platform pricing page and scroll to "Rate cards and volume tiers". For each of 16 currencies, including USD, AED, SAR, INR, IDR, BRL, GBP and EUR, Meta links a list-rate file, a volume-tier file and a PDF with both. The rates in AED or SAR are Meta's own figures in those currencies, not conversions. Your currency is chosen when the messaging account is created and cannot be changed afterwards, although Meta offers a currency migration API. India-registered businesses must move all messaging accounts to INR by December 31, 2026, and Brazil-registered businesses to BRL by June 30, 2027.
Meta updates pricing only on the first day of a quarter (January 1, April 1, July 1 or October 1), with at least one month's notice for rate changes. The next possible change is January 1, 2027.
How Do Volume Tiers Work for Utility and Authentication?
Volume tiers lower the per-message rate for utility and authentication messages once you send enough to one market in a month. They are counted per market and per category, across every messaging account in your business portfolio, and reset each month. Only charged messages count, and the lower rate applies only to the messages inside each tier.
| UAE utility messages per month | Rate | vs list rate |
|---|---|---|
| 0 to 100,000 | $0.0157 | list rate |
| 100,001 to 1,000,000 | $0.0149 | −5% |
| 1,000,001 to 4,500,000 | $0.0141 | −10% |
| 4,500,001 to 40,000,000 | $0.0133 | −15% |
| 40,000,001 to 80,000,000 | $0.0126 | −20% |
| Above 80,000,000 | $0.0118 | −25% |
Source: Meta, USD volume tiers effective October 1, 2026. Saudi Arabia uses the same thresholds for utility, starting at $0.0107. India's first utility tier only begins above 25,000,000 messages a month.
Example: a UAE business sending 150,000 utility messages in a month pays 100,000 × $0.0157 = $1,570, plus 50,000 × $0.0149 = $745, for $2,315, against $2,355 at the list rate. Tiers matter to banks, telecoms and large retailers. For most small and mid-sized businesses, the list rate is the rate.
Worked Examples: What WhatsApp Costs a Month
These three examples use the October 2026 USD list rates above. The volumes are illustrative assumptions, not customer results, and they show Meta's charges only, before any provider fees and taxes. Each assumes one business phone number and no Click to WhatsApp ads.
| Monthly messages | Dubai clinic UAE numbers | Riyadh retailer Saudi numbers | Indian lender Indian numbers |
|---|---|---|---|
| Utility (reminders, confirmations, payment notices) | 2,000 × $0.0157 = $31.40 | 5,000 × $0.0107 = $53.50 | 100,000 × $0.0014 = $140.00 |
| Marketing (offers, win-back) | 1,500 × $0.0576 = $86.40 | 10,000 × $0.0576 = $576.00 | 20,000 × $0.0118 = $236.00 |
| Authentication (one-time passcodes) | none | none | 50,000 × $0.0014 = $70.00 |
| Service replies by agents, minus 1,000 free | 3,000 − 1,000 = 2,000 × $0.0157 = $31.40 | 4,000 − 1,000 = 3,000 × $0.0107 = $32.10 | 10,000 − 1,000 = 9,000 × $0.0014 = $12.60 |
| Meta charges for the month | $149.20 | $661.60 | $458.60 |
How to read this. In the Gulf examples, marketing is most of the bill: the Riyadh retailer's 10,000 offers cost $576, more than everything else combined. Moving a message from marketing to utility is not a pricing trick, though. Meta decides the category from the content, and a reminder with a discount code in it is marketing. In the Indian example, volume is high but rates are low, and the lender's whole month of WhatsApp costs less than 10,000 marketing messages in Saudi Arabia.
Two adjustments to make for your own numbers:
- Click to WhatsApp ads. If 2,000 of the Riyadh retailer's offers went to customers inside free entry point windows opened by those ads, they would be free, saving 2,000 × $0.0576 = $115.20. The ad spend itself is a separate cost.
- Authentication-international rates. If Meta finds your business eligible for these rates in a market, passcodes there cost more. In India, $0.0304 instead of $0.0014, which would turn the lender's $70 into $1,520. Check Meta's eligibility rules before you budget for one-time passcodes.
How Template Categories Change Your Bill
Because marketing costs several times more than utility, the category of each template is the biggest lever on a WhatsApp budget. Meta's template categorization guidelines (updated September 15, 2026) set the rules:
- Utility must be non-promotional and either specific to or requested by the user (their order, account, service or transaction), or essential to them, such as a safety alert.
- Mixed content is marketing. An order update with a promotion, or a feedback survey with promotional content, is charged as marketing. So are templates whose content is unclear, such as one that only says "Congratulations!".
- Some messages are marketing even when the user asked for them, for example subscription renewals, abandoned-cart reminders and a "pick up where you left off" loan application nudge.
- A generic feedback request is not utility. A survey qualifies only when it refers to a specific order or interaction.
- Meta can recategorise approved templates that do not meet the guidelines, with notice by webhook and email. You have 60 days to review and appeal. Repeated misuse can move every utility template on an account to marketing.
In practice: keep appointment reminders, payment due notices and delivery updates strictly informational, and send offers as separate, clearly labelled marketing templates to customers who opted in to receive them.
Opt-In Is a Requirement, Not a Pricing Detail
Meta's opt-in rules require businesses to get permission before messaging people on WhatsApp. The opt-in must state clearly that the person is agreeing to receive messages, and from which business, and it must comply with local law. It can be collected by SMS, on a website, over the phone through an IVR flow, or on paper. Meta also asks businesses to explain how to opt out of specific kinds of messages, and to honour those requests.
What a WhatsApp Provider Adds on Top of Meta's Rates
Few businesses connect to the WhatsApp Business Platform directly. Most go through a solution provider (often called a BSP) or a contact center or CRM platform that integrates with it. Meta's rate is the floor of what you pay. Providers usually add some of the following, and published offers vary widely:
| Possible cost | What to ask |
|---|---|
| Per-message markup | Is Meta's charge passed through at cost, or with a fee per message? Is the fee the same for every category? |
| Platform or seat fee | What does the monthly fee include: inbox, agents, templates, automation, reporting? |
| Setup and number fees | Is there a one-off onboarding fee, or a fee per WhatsApp number? |
| Currency and FX | Which Meta rate card are you billed from, and is there a currency conversion margin? |
| Prepaid balance | Do messages stop when a prepaid balance runs out, and can you see the balance before it does? |
| Account ownership | Is the WhatsApp Business configuration and number yours, so you can move it later? |
| Cost visibility | Can you see the category and charge of each message, so a recategorised template is caught in days, not at month end? |
Since October 2026, add one more question: how does the provider show service-message usage against the 1,000 free messages per business number? A team that answers every chat on one number can pass that allowance in the first week of a month.
How DialerBee Uses WhatsApp
DialerBee is a contact center platform, so WhatsApp is not a separate tool. It is one of the channels your agents and AI voice agent work in, next to voice, SMS and email. What it does today:
- Your own WhatsApp Business configuration. Each tenant connects its own WhatsApp Business configuration, stored encrypted, so customers message your number rather than a shared one. Sending runs through DialerBee's channel gateway on BroadNet's own messaging platform rather than a third-party reseller.
- Templates and interactive messages. Outgoing messages come from a template library, and WhatsApp messages can carry interactive buttons and lists, so a customer taps "confirm" or "reschedule" instead of typing. WhatsApp carries nine message types: text, approved templates, images, video, audio, documents, location, interactive buttons and lists, and reactions.
- One inbox with the call. WhatsApp threads sit in the same omnichannel inbox as voice, SMS and email, with states (new, queued, assigned, in progress, waiting on customer) and assignment to an agent or a queue. Replies land against the same contact, so the thread and the call history stay together.
- Follow-up after calls. Appointment reminders go out on a policy or on demand over SMS and WhatsApp, with an ICS attachment where the channel carries one. Published surveys can go by WhatsApp. The AI voice agent can send its own follow-up by SMS or WhatsApp after a call, for example after the AI receptionist books an appointment.
- Delivery you can check. Delivery is reported per message, delivery webhooks are verified by HMAC before they are accepted, sending is retried with backoff, and a batch in progress can be paused, resumed or aborted. Your messaging balance is visible in the console.
- Consent and opt-out across channels. Voice, WhatsApp and SMS share the same consent and suppression records, so an opt-out on one channel applies to the others.
WhatsApp and the omnichannel inbox are included in the Professional plan at $129 per agent a month and in Enterprise; they are not part of Starter. DialerBee's published plan prices do not list WhatsApp per-message charges, so ask sales how Meta's message charges are billed for your account and country. Full plan details are on the pricing page, and the channel itself is described on WhatsApp and SMS.
Here is the kind of call that usually ends with a WhatsApp follow-up. AI voice agent demo — simulated caller: the replies come from the production voice agent, the caller is synthetic and the business is fictional.

How to Estimate Your WhatsApp Bill in Five Steps
- Split last month's messages by category. Count marketing, utility, authentication and agent replies separately. If you have not launched yet, estimate from your SMS and email volumes.
- Split by recipient country. Use the country calling code of each recipient, and price each country from Meta's rate card in your billing currency.
- Subtract what is free. Take 1,000 service messages off per business phone number, and remove messages sent inside free entry point windows from Click to WhatsApp ads.
- Apply tiers and special rates. Apply volume tiers if you are above the first threshold, and authentication-international rates if Meta has made you eligible.
- Add your provider's fees. Add any per-message markup, platform fee and setup cost, then compare that total with what the messages achieve: kept appointments, payments made, calls avoided.
Frequently Asked Questions
How much does the WhatsApp Business API cost per message?
It depends on the message category and the recipient's country. On Meta's USD rate card effective October 1, 2026, a marketing message costs $0.0576 in the UAE and Saudi Arabia, $0.0118 in India and $0.025 in the US and Canada. Utility, authentication and service messages cost less, for example $0.0157 in the UAE and $0.0014 in India. Your provider may add its own fees on top.
Does Meta still charge per conversation?
No. Meta moved from conversation-based pricing to per-message pricing on July 1, 2025. Each delivered message from a business to a user carries at most one charge, according to its category. Messages from users to businesses are not charged, and Meta charges for delivered messages, not sent ones.
Are WhatsApp service messages free?
Not entirely any more. As of October 1, 2026, Meta resumed charging for service messages, which are the free-form replies you send inside the 24-hour customer service window. Each business phone number gets 1,000 free service messages a month, which reset monthly and do not roll over. From the 1,001st, service messages are charged at the market's rate.
Are utility templates free inside the customer service window?
Not since October 1, 2026. Meta's developer pricing page says utility messages sent in response to users, in an open customer service window, are charged again on a per-message basis. They had been free since July 1, 2025. Some older pages, including parts of Meta's own marketing site, still describe them as free.
What is a free entry point window?
If a user messages you from a Click to WhatsApp ad on the Android or iOS app and you reply within the customer service window, that reply opens a free entry point window that may stay open for up to 7 days. While it is open, Meta does not charge for marketing, utility, authentication or service messages. Meta Business Agent messages are still charged.
How much does WhatsApp cost in the UAE and Saudi Arabia?
On the USD rate card effective October 1, 2026, marketing messages cost $0.0576 in both markets. Utility, authentication and service messages cost $0.0157 in the UAE and $0.0107 in Saudi Arabia. Meta also publishes AED and SAR rate cards, and businesses that choose those currencies are billed from those cards.
Why is my WhatsApp bill higher than the rate card?
Usually for one of four reasons: templates were categorised, or automatically recategorised, as marketing; replies went past the 1,000 free service messages on a number; your provider adds a per-message fee or a monthly platform fee; or you are billed in another currency or under authentication-international rates.
Does DialerBee mark up WhatsApp messages?
DialerBee's published plan prices do not list WhatsApp per-message charges, so ask sales how Meta's message charges are billed for your account and country. WhatsApp runs inside DialerBee's omnichannel inbox on the Professional plan at $129 per agent a month and on Enterprise.
The Bottom Line
WhatsApp Business API pricing in 2026 is per message, set by category and the recipient's country, and changed again on October 1, 2026, when service replies and in-window utility messages became chargeable after a free allowance. For most businesses, the bill comes down to how many marketing templates they send and how well utility templates are kept free of promotion. Use Meta's own rate card, not a copy of it, and check it again each quarter. If you want WhatsApp in the same inbox as your calls, with reminders, AI voice agent follow-up and shared opt-outs, book a demo or start a 14-day free trial.
