The UK is governed by two regulators working in tandem: the ICO, which oversees data protection and PECR (the Privacy and Electronic Communications Regulations), and Ofcom, which oversees how calls are actually placed. For most outbound teams the first practical step is list scrubbing. The TPS (Telephone Preference Service) and the CTPS (its corporate equivalent) are mandatory opt-out registers, and placing live marketing calls to a TPS- or CTPS-registered number without specific consent is prohibited.
